Who sets the rules

Standards and laws you must know

The core technical benchmark is WCAG (Web Content Accessibility Guidelines). WCAG 2.2 became a W3C Recommendation on 5 Oct 2023 and adds nine criteria focused on low vision and cognitive support (e.g., Focus Not Obscured, Target Size, Accessible Authentication) while deprecating 4.1.1 Parsing; most current laws still reference WCAG 2.0/2.1 AA today. In the EU, the harmonized standard EN 301 549 incorporates WCAG 2.1 AA for web and software, plus additional ICT requirements; conforming to WCAG 2.1 AA is equivalent to meeting EN 301 549 clauses 9.1–9.4 and 9.6 for web ETSI EN 301 549 v3.2.1.
Public Sector: The EU Web Accessibility Directive (2016/2102) requires all public sector bodies' websites and mobile apps to be accessible, with accessibility statements and monitoring/reporting obligations in place since full effect in 2021. Private Sector/Services: The European Accessibility Act (Directive 2019/882) applies from 28 June 2025 to specified products and services including e‑commerce, e‑books, banking, transport service elements, AV media access services, telephony, and more, with defined exemptions and transition for existing services and terminals.
United States: DOJ finalized ADA Title II rule adopting WCAG 2.1 AA for state/local governments with compliance dates Apr 24, 2026 (50k+ population) and Apr 26, 2027 (smaller). United Kingdom: Public sector websites/apps must meet accessibility requirements; compliance monitored by GDS with enforcement by EHRC/ECNI.

How they can help—and their limits

Accessibility widgets can offer user‑side adjustments (text size, contrast toggles) and quick heuristics; they can reduce friction for some users and serve as an interim aid.
